How can you defend this establishment in absence of the management

Well excellent question but misery is its true in many cases , most common justification which I have observed is that usually people think that they can do management by sharing task load with existing Team Member and dedicated management team is overhead and it work with relatively smaller teams but sucks when organization grow. Second observation is fear of losing control and it's done at cost of polluting company culture.
