ANSWER:
I have a few answers. They are intended to reveal some truths about organizations and management. Probably none will be useful for action.
First, relax and keep doing what you always do. An organization has its own intelligence and doesn’t require much if any “managers” just to survive.
Second, if management isn’t providing something of significant value you should quite and let it be somebody else’s problem. I mean they aren’t going to quit and their combined salaries be distributed to the rest of you, So they’re robbing the company.
Third, become proactive and form teams to do what “you all” want to do. Kind of a peaceful revolution. You, and probably others, will have to take leadership roles. You know. The thing that management isn’t providing.
The tone of these comments are not intended to be sarcastic. They intended to make clear what management should be providing and usually aren’t. Reminds me of a comment so-one in a large company said to me about a senior manager. The said, “Him? Oh, he retired but he forgot to tell anybody.”
