"Public goods are goods which are both non-excludable and non-rivalrous. In such goods, individuals cannot be effectively excluded from use, and with the use by one individual, availability to others do not reduce. Public goods include knowledge, official statistics, national security, a common language(s), flood control systems, lighthouses, and street lighting. Hence, private preferences could be taken into account while forming public goods.

To do this, individual agents can affect the level of local public goods such as water quality, neighbourhood amenities such as green spaces, and contributions to local charities. Private preferences are, therefore, determined by action: by choosing one option over another, an individual shows his preference, given the available options and conditions, for the option he chooses. An individual might have a whole range of preferences that are not revealed through action, but if they are not revealed, they cannot be objectively observed.

Such a revelation can be done through the promotion of private choices. Although unanimity is least expected on a particular preference, however, it is the individual who consumes the private good.
