The experiment that can be used to show that water is a poor conductor of heat is as follows;

Take a hard glass test tube and into it drop a tiny ice cube wrapped in a wire-gauze. Then fill the the test tube with ice cold water to 3/4. heat the test tube near its mouth. It is noted that water starts boiling near the top but the ice does not melt. This experiment shows that water is a poor conductor of heat.

To heat water easily one needs to cover the water with the lid while being heated to minimize loss of heat carried by vapour.
