the capacity to donate, accept or share electrons determines the valency.

for eg,

chlorine: (atomic no. is 17,it has 7 valence electrons and need 1 electron to complete its octect so its valency is 1)

sulphur: (atomic no. is 16,hence need 2 electrons so its valency is 2)

magnesium: (atomic no. is 12,so its valency is 2 as it has 2 valence electrons)

hope u understand....
