first thing it is called litmus paper

by the colour we can find wheather it is acidic or basic

so if the colour is red if acidic or blue if it is basic

Answer : We can use both but if you need which one strong acid and base or weak acid or base then univesal indicators are the best option.

Litmus paper only give the acid blue and base red
