Yes I claim that Louis 16 was responsible for creating the background of French revolution because he only created inequality among people by deciding that only third estate had to pay taxes. This rose their anger. He gave privileges to first and second estates. This. furiated them further. And when all was fine after the national assembly had drafted Constitution putting end to absolute power of king , he got into secret negotiations with king of Prussia and decided to attack France and establish the rule of monarchy again . This made the common people more furious and finally the revolution started.
