How can you identify distilled water, acid and base on be half of only blue litmus paper?

• first we pour blue litmus paper in three solution . the solution which turn it red then it is acidic solution now this red litmus paper pour in other two solution ..the red litmus paper turn blue .I.e. basic solution and which doesn't change red litmus paper I.e.water.
