because it is mentioned in the story that the money notes where wet but when Anil kept it there dry so unknown must have noticed it and should have guessed that something happened with that money moreover the next day he also paid Hari Singh. only money was the need of Hari Singh and that made him to steal maybe to prevent such kind of thoughts from Hari Singh Anil would have paid him money
