how can you say that any matter is hot or cold

Any matter has its temperature at that moment. We can say a matter is hot or cold only in comparison with another matter. Like for example, when we say the sun is hot it means the sun is hotter than the earth. But if we really look at it, the sun is not that hot as other stars.

when like goes at its ice tempeer taht is cold and when goes itt veryy high temper it hot
