how can you say that eagle is powerful than hawk

Hawks and Eagles belong to the same (traditional) taxon: the Accipitriformes which includes buzzards, (old world) vultures, kites, harriers, “true” hawks, honey buzzards, sea eagles (inc. the bald eagle), snake eagles, harrier hawks, chanting goshawks, harpy eagles, and booted eagles. This is a long list with many many species. Eagles do tend to be substantially larger and stronger than the other members of the order (except for the old world vultures), but there’s no hard and fast rule.

Most—but not all—of the “hawks” whose migration is so interesting at this time of year (at least in New England where I live) are members of the buzzard family. The largest birds of this family can be up to 2 kg (the ferruginous hawk).
The smallest of the eagles (the pygmy eagle) is around 500g. That’s only one fourth the weight of the largest hawk.
So, bottom line, for a more definitive answer, you need to ask about a particular hawk and a particular eagle.

Eagles are usually larger that hawks. ... It is much bigger than the Australian little eagle (species of small eagle). Eagles are generally stronger. They have heavily-built, muscular body, hooked beak, curved talons and very strong legs.
