how can you say that every government which hold an election is not a democracy prove this with an example

It is not important that, if there are election there is democracy but if there is democracy there must hold regular, free and fair elections. Like there are regular elections in China but there is not democracy as only a single party wins and make government, the elections are not fair. There are many other examples like Mexico and Zimbabwe (before some time).

it is not necessary that every government which has elections is a democratic form of government ,  to be called democratic form of government the government should have the following practices :

*Rulers elected by the people take all major decisions

*Elections offer a choice and fair opportunity to people to change the current rulers

*This choice and opportunity is available to all the people on an equal basis

*The exercise of this choice leads to government limited by basic rules of the constitution and citizen's rights
