Ginger is a rhizome (modified plantstem). True root vegetables are carb storage organs, either tap root or storage roots; tubers fit here also.

Ginger has nodes and internodes just like in a stem. And ginger has scale leaves. These are the reasons why ginger is said as a modified stem.
