How can you say that lok sabha exercises supreme power over rajya sabha?

Because any decision to be taken if first discussed with the lok saba and then voting is done... If the votes for yes is more in lok saba only and only then the decision is passed on for voting in rajya sabha otherwise the matter is dismissed
