Numerous swindler's, pickpockets and petty thieves crowded the city of London. Maintenance of law and order was a huge problem in those times. The population of criminals was counted and their activities were kept under scanner. Most of the criminals used to live by stealing food from shops, lead from roofs and lumps of coal. Concerned authorities imposed heavy penalties on criminals and even offered job to the ‘deserving poor’.Thus, we can say that London was a city of crimes in the 19th century.
