How can you say that London became a city of crime in the 19th century?

Crime was an object of widespread concern in London in the 19th century. Nearly 20,000 known criminals live in London in the 1870s. The philanthropists were worried about public morality in general. Numerous swindler's, pickpockets and petty thieves crowded the city of London. Maintenance of law and order was a huge problem in those times. The population of criminals was counted and their activities were kept under scanner. Most of the criminals used to live by stealing food from shops, lead from roofs and lumps of coal. Concerned authorities imposed heavy penalties on criminals and even offered job to the ‘deserving poor’.Thus, we can say that London was a city of crimes in the 19th century.
