Mexican political history reveals that since 1930 there were 6 elections held there.  There wasn't  any military coup or dictatorship scenario. The PRI came into power.  Some few years after the PRI coming into power it was gradually unravelled that unfair means and strategies were used by the PRI in order to win the elections. This is where the free and fair conditions of the elections' conductance was violated.  This is why it can be stated upon evidence that Mexico wasn't a democracy till 2000.
