In sliding friction object come in contact of surface for smaller time than in static friction. So in sliding friction less irregularities come in contact with object. Hence, sliding friction is less than static friction.

Answer:

during sliding contact points do not get time to get interlocked properly. therefore less friction. but when the object is at the rest, the surfaces interlock well, therefore friction is more.this explains why sliding friction is less than static friction
