We can say so because the president have all main powers but these all are exercised by the prime minister

The President occupies the position of a nominal head of the state because he does not enjoy the real powers. He is only the ceremonial head as all government activities are taken in his name.All laws are passed after his assent and even all international treaties and agreements are signed in his name
