Since the only distinguishing character for HCl in solution is chloride ion, it seems to me you would need to look at differences in separation of the anions. (A less efficient approach might be to use the difference in volatility of HCl, i.e., highly acidified and then removed from the vapor phase.)

Look into using anion exchange membranes operating is a passive mode, i.e. diffusion dialysis. The anions diffuse through the membranes, the protons are small enough to co-permeate. Other acid anions (sulfate and perhaps nitrate) may also permeate, but organics and other cations are retained.
