N.S.R.C. is the abbreviated form for National Search and Rescue Committee. The theory that leads to the concept of self actualization is Maslow's theory or hierarchy of needs that start from the basic level of food, shelter, etc.

It is an initiative taken on a worldwide scale in order to protect people and their conditions in hard times.

Self actualization can be used by one individual to understand where he/she lies and whether he/she can work hard to uplift the conditions of others, or at least help others to help others.

One needs to be confident to succeed in such a noble attempt accordingly.  It is a an important step for formation of this committee or at least helping others to join it.  

If a person is a intelligent or himself successful, he can use his intellect to recognize others who will join in this same job and this kind of recognition for uplifting others by support of new members can be helpful then.
