Of electrons involved, F stands for Faraday and E° is the sum of reduction and oxidation potentials of the cathode and anode respectively, or your emf. Going by the yardstick that ∆G° has to be negative, E° has to be positive for spontaneity… Hence, a reaction is feasible if it's emf or E° is positive.
