Because in India there is a levels of government

ie, central govt, state govt, local government

India is a federal country because of some reasons:-

• Their are levels of government - central government, state government and local government
• Each level of government administer over the same reason , but they have their own jurisdiction in matters of administration, taxation and legislation.
