You can do the following steps- 1) remove oh- from 1 propanol. 2) their will be generation of carbocation on the first carbon. 3) shift the carbocation on the second carbon by hydride shift. 4) now add oh- to the carbocation.

firstly 1 propanol is treated with alcoholic KOh which gives propene
then treat propene with HBr (mark reaction) this will give 2-bromopropane
now treat 2 bromopropane with aqueous KOH which will give 2-propanol
