how could air that is saturated with water become over saturated without adding any water

It could be cooled which would then cause it to become supersaturated resulting in condensation that would return the air to a saturated state. Supersaturated air, with a humidity greater than 100%, is unstable, causing changes to restore stability.

An interesting effect of this was in Brisbane Australia one hot humid summer day when the temperature was above skin temperature and humidity was 100%. When the air touched my skin it cooled and water from the air condensed on my skin. A very strange feeling
