If you are talking about India during in British rule, then here's your answer:
In India before the British rule, English was not well-brought in India because the main attractions were cultural studies and Vedic Literature. Hence, the Vernacular nationalistic papers like Kesari and Mahratta of Bal Gangadhar Tilak, The Bengalee of Surendranath Banerjee, The Amrit Bazaar Patrika, Rast Goftar of Dadabhai Naoroji, Samvad Kaumudi, etc.. helped the Indians to know about the happenings and they also criticized the wrong-doings of the British. Since the Europeans did not know the languages, they could not understand what were written in there. Thus the Vernacular Press Act was issued by Lord Lytton in 1878, which prohibited the publication of Vernacular newspaper.

because vernacular languages are the local languages in an area.
as it is that emotional views can be reached deeply only through the local or mother language.this made the vernacular press to have a wider audiance than the english presses.
