In a democracy, there will be periodic elections. So an authoritarian or corrupt government can be thrown out by the electorate. This is the ultimate check on abuse of power by a government.

There are also constitutional ways to limit government’s powers: (1) Checks and balances. The three branches of governments will limit and balance each other. (2)Division of powers: Powers of government will be divided among the three branches of government. So legislature will make laws, executive will execute the laws and judiciary will interpret the laws. One branch of government cannot do all the three functions. (3) Separation of powers: In a federal system, powers will be divided between the centre and ans states. So local matters will be the area of the state governments while central government will address national issues only.
