Here's ur answer....

Development goals may be destructive for others. What may be development for one may not be development for others, it can be even destructive for them.

For example: to get more electricity industrialist may want more dams. But this may destroy the land and disrupt the lives of people living their where dams have to be made - such as tribals. So it will be not development for them but development for industrialist.
