It is because the life situations of persons are different. People seek things that are the most important to them or that which can fulfil their aspirations.


  \underline\textbf{Example :}

The developmental goals of a boy from a rich urban family would be to get admission in a reputed college, whereas, the developmental goals of a girl from a rich urban family would be to get as much freedom as her brother.


 What \:  may \: be \:  the \:  development  \: for  \\ one \:  may  \: not \:  be  \: a \:  \\  development  \: for \:  the \:  other.


This statement can be justified by the following example:

A farmer's goal is to sell his food grains in high prices whereas the person purchasing those grains wants the price to go down.The construction of a dam may pacify the industrialists as they will get more and cheap electricity but at the same time, its construction will displace many people living there.
In both cases, the development of one is destructive for the other.
