No development doesn't means same to different people different people can have different developmental goals and what is development for one person may be harmful for other. For example- Construction of dam on a river is considered a developmental activity for those who are getting benefits from it but at the other hand construction of dams creates many problems to people who live near the dam like they have to be displaced from their homes and their houses are demolished from the construction site.

Explanation: development differs from people to people and place to place because if people will be hardworking more development will take place. And when we talk about place there could be many factors like land if there will be fertile land there than more development will take place but if land will be unfertile then less development will take place .
