Dhamma is a Parikrit word for the Sanskrit terminology of "Dharma".It is concerned with code of conductof leading a well dignified life which is virtuous in nature.Ravaged by the horrific bloodshed and violence of Kalinga war Ashoka was transformed from "Digavijay " to Dharmavijiya and adopted the path of Dhamma and vowed not to fight any war.
Ashoka adopted it as he thought it was his moral obligation to instruct & guide his subject. Dhamma was based on his own perception on how he should react to a problem.
He adhered this policy to eliminate the religious & sectarian conflict among various sects,to reduce the social tensionprevelant among families and society,to encourage compassion towards animals and stop animal sacrifies which were rampant in those days & improve the humanitarian conditions of slaves which was detoriating.
For implementation of his Dhamma policy he started Royal tours called Dhamma Yatras and appointed a new officials calledDhamma Mahamattas for teaching people who were given special power and control over officials and even looked into the complains and solved them.He established hospitals, roads, wells, rest house & inscribed the messages on rocks and pillars. He even appointed messengers to spread the idea in faraway place such as Syria,Egypt,Greece & SriLanka.
Since Ashoka was inspired from Buddhist teaching we can find a lot of analogy between them like advocation of nonviolence or Ahimsa abstinence from killing or harming others , religious tolerance humanitarian approach towards ending the sufferings of humans , preaching their messeage to the masses in the common language condeming popular rituals .
Dhamma the path of the righteousness indeed formed a strong pillars which was effective tool in purification and moral transformation of human beings and is in prevelance still today.
