In Belgium, the majority of people were dutch speaking and french and other groups were in minority. But in the capital city Brussrels, it was actually the reverse. French speaking people were in majority with 80% population and dutch speaking people with 20%. Also the french people people were collectively rich.

So they decided to accommadate. In the central government, both french and dutch speaking leaders were given equal powers and opportunities and there was state government for each of them. They also decided to introduce local governments for other social groups.

The Belgium leaders recognized the existence of regional differences and cultural diversities between 1910 and 1993 they ammended there constitution 4 times. Constitution prescribes equal no. of french and dutch speaking people in central govt. so single community can not make decisions. In the capital Brussel there is a seperate state govt with equal representation. There is a 3rd kind of govt known as community govt which has rights to take decision on the issues related to culture and languages

hey mate this is your answer
