1. the french and the dutch were equal representation in the central govt.

2. state govt. was given special powers, it did not act inferior to the central govt.

3. the capital Brussels had a separate govt. though french speaking people were more in the city, they accepted equal representation in Brussels, because the dutch speaking had accepted equal representation in central govt. though they were the majority.

In Belgium government want there is no conflict between people so they form different level of government they made community government for social groups and they made state government for different states . They made central govt for nation .But in the capital of Belgium French speakers are more then goverment made separate govt for Brussels
