Bharat ruled Ayodhya from Nandigramam and is an excellent leader, often referred to as avatar of dharma. Though Bharat was the king designate during Rama's exile,it was Shatrugna who took care about the administration of the whole kingdom during Rama's absence.

Bharata was at his Nana(mothers father) kingdom when Rama decides to leave for forest to keep his father's word which was given to Rama's step mother(Kai kai) even before Rama was born.

There are various stories on why he was not in Ayodhya as it could have stopped Rama. It is said that Kaikai father decided to get Dasharatha married to her on promise that “Son born to Kaikai would be heir of Ayodhya kingdom after Dasharatha”, to which king Dasharatha agreed. It is also said that prince Bharata was aware of this but when King Dasharatha decided to make Rama next king, he got angry and went to his maternal grandfather.

Further when Rama left for forest he thought everything would go normal for him and he would be next king. Thus, thinking this he returned home. But when he returned he saw Ayodhaya people were doing revolt against prince Bharat which made him nervous and fearsome. This made him forced to gave up his wish to become king. After king Dasharatha death, the revolt of people went to next level. This made Bharata to totally gave up and thus he went to Rama and decided that his wooden sleepers would be place on kings seat, and Bharata would be protector/care taker of kingdom till Rama returns after 14 years.
