how did british establish thier control over Bengal, Orissa and Bihar through dual government

The dual govt was brought into force by Robert Clive in west Bengal.According to this,the British had right to collect the tax,but the administration could be carried out by emperor.This devious plan of the British govt was accepted by most provinces and this led to the British to establish control over Bengal,Orissa,and Bihar.
