• Many criminals were poor and stole to fulfill their daily needs.

• They were street criminals, did not attempt huge crimes.

The authorities control them in the following ways;

• Henry Mathew published books on the labor of the country  and the population that made their living from crime.

• High penalties were imposed for criminal offenses.
