- The Taizu emperor’s policies were certainly directed toward the creation of meritocracy which is a term used for a society governed by people selected according to merit and it was established on reliable abilities rather than birth or favour.
- Emperor Taizu had proscribed court officials to approve candidates and had forbidden graduates to contemplate examiners as their supporters. He ordered re-examinations on the appeal of a rejected candidate or just an indication of favour in the selection of graduates.
- By 973 Taizu had organized the final examination in the supreme palace to assess the scales and had ordered the list of successful candidates to be declared openly and publicly. He started to award vaster numbers of levels.
