France become a constitutional monarchy after the National Assembly completed the draft of the constitution in 1791 with the objectives of reducing the powers of the monarch. Powers were separated and assigned to different institutions like the legislature, executive and judiciary. The members of the assembly were called deputies. They didn't really represent all the people. They were generally wealthy commoners. The assembly passed the Declaration of the Rights of Man and of the Citizen in August of 1789.
