Originally France had been an absolute Monarchy from the end of the Roman Empire to 1789 and the French Revolution. Then came the reign of Napoleon, after which a limited Monarchy was re-established in France. In 1848 the second French Republic was born with Napoleon III as President and later he was named Emperor as the French Empire was created.
