At the time of independence, there were a number of princely states in India. It was necessary to integrate them into the Indian union. These states had their own histories and traditions of governance. It was felt that a federal system would be the best way to integrate these princely states. A federal system would make it possible for such states to maintain their relatively autonomous identities within the Indian union. Hence, they would be more amenable towards a peaceful integration into the Indian union.
