The Enclosure Movement took place in England in the early 1700s. Under this the wealthy farmers bought the land from small farmers and gained huge profits by farming on huge tracts of land. The local people lost their rights to rural land due to the British Enclosure Acts.
These people could get work in the factories that came up due to the industrial revolution. So the industrial revolution encouraged them to give up their land in the rural areas, and thus encouraged the Enclosure Movement.
