This led to a more careful supervision over the production process, a watch over quality, and the regulation of labour, all of which had been difficult to do when production was in the countryside (villages).

Supervision became easy because there was no need to move from one place to another to check what was happening in each process, especially production. It also became easy to administer the quality of cotton produced and ensure proper labour regulation.

All these could not be easily done when there was no cotton mill because cotton had to be produced in the countryside.
