They gave or pass those position to the younger one as the new Kage of their respective nation. This things give the new generation of ninja to settle all the differences of their nation towards each other for a harmonious and peaceful world. Now, when those Kage’s steps down in their position, Lady Tsunade was one of them. Being one of the strongest and intelligent ninja of the Konohagakure also, already the strongest candidate to fit for the next Kage, Kakashi, take the position as the new Hokage of Konoha. Naruto, still a young ninja and not ready to handle that position and still needs a lot to do to know how to run a village, so, he let Kakashi to be appointed as the 6th Hokage. Kakashi serves as a Hokage for more than a decade before he retired, step down and pass his position to Naruto as a current and the 7th Hokage.
