How did lending libraries in england become inatrument for educating white.collar workers in the 19th century?

earlier, people did not have much facilities to access books and to popularize them so the production as well as the income fell. but soon people had easier access to books with the introduction of lending libraries.the authorities would hire books for the hour.And earn good profits.In nineteenth century white collar workers did not pay any heed to  the glory hidden in novels/stories.the lending libraries,due to the low cost. made the white collar workers afford books.And soon the glory and the knowledge enchanced and made an instrument for educating white collar workers.
