How did m.Hamel hold himself as well as parents responsible for not giving them chance to learn french language ?

Franz 's parents were not anxious enough to have him learn his lesson. They preferred to put him to work on a farm or at mill,so as to have a littlr more money.His teacher M.Hamel was also to blame.He often sent him to watet his flower instead of learning his lessons.
