Non-cooperation movement was started by gandhi after the jallianwala bagh massacre. He was very upset with the english officials as well as general dyer so he launched non-cooperation movement in india.
So as to talk about the khilafat movement, when the world war was going on turkey lost its khalifa ir ruler after surrendering itself. So mahatma gandhi took it as an opportunity to make a strong bond between hindus and muslims so it was the first time he started non-cooperation movement and suggested the turks not to cooperate with the government.
