They seem to have been invented by Genghis Khan.
However, they are strictly speaking from the 1961 Vienna Convention on Diplomatic Relations, although the 1815 Congress of Vienna was the first attempt to put the ideas on a legal footing.
Nonetheless, both efforts derive from the Khan's laws on diplomacy and diplomatic status. And the consequences of ignoring them. Not only for the Sultan but for nations long afterwards trying to deal with “situations” with each other. A number probably got tired, or ran out of diplomats. I can't find much information from between the Mongol diplomatic laws to the 1815 attempt.
