Before the year 1803, Georgians acquired land through the headlight system.

Under the headright system, land of a person was transferred to his families, women, military personnel which was not appreciated by people in Georgia.

All these situations changed when lottery system was introduced by the administration in place.

Most of the government land, which the government had taken from Native Indians, were given to settlers.

The government followed a system whereby every white male of a family was counted as the head of the household and entitled to receive up to 1000 acres of land.

This practice continued until 1803, when the system of land lottery was introduced. According to this, each head of household could buy a lottery, which had chances of winning up to several thousands of acres of land.
