I thought this would be quite obvious.
The Nazi's earned the title fair and square. They experimented on, murdered, scorned, lied to, beat, discriminated against, stripped rights from, prodded, tortured and enslaved Jews.
The Nazi regime was truly the worst criminal state. They killed about 2/3 of Europe's population of Jews. Most included children. Their horrendous acts is how they got the title, "the most dreaded criminal state."
