How did non cooperation become a movement?

1. Mahatma Gandhi thought that British could establish it's rule only with co-operation of Indians.

2. It would collapse if Indians refused to co-operate.

3.Gandhiji proposed that it should start in stages- Surrender of titles by the government, boycott of civil services,army,police,courts and then a full civil disobedience would be launched.

 It turned into a movement by mass agitation and inculsion of people in the movement.
