The town where I live started as a roadside tavern. Someone bought the tavern and a bunch of land around it, then hired a surveyor to lay out a grid of streets. He then sold building lots with a clause in the sale contract that said the buyer had to build a house on the lot within a few years or else the seller would get the land back. That clause in the contract made it clear that this would be a populated town soon, not just a vacant lot near a roadside tavern.

Many towns in the United States started in similar ways.
